Consider opportunities to rezone Norden for a school/university space, then market it that way

If the town is going to give developers tax incentives to throw up new buildings here, let's reserve those incentives for uses that will help reposition Norwalk as an education center. Or, at the very least, solve other problems the town faces, killing two or more birds with one shot.
